【Elderly Health Care Voucher】Pilot Reward Scheme Extended to End of 2028 | Quick Guide: Spend $1,000, Get $500 Extra Automatically ‼️ Remember to bookmark or share this with your family if you find it useful! ‼️

The Budget has proposed extending the “Elderly Health Care Voucher Reward Pilot Scheme” for two years until the end of 2028. The program aims to encourage eligible seniors aged 65 or above to more actively use health care vouchers for “designated primary healthcare services,” such as disease prevention and health management. 🧓🏻👵🏻

Key Points of the Scheme As long as you use health care vouchers for “designated primary healthcare services” totaling $1,000 or more within the same year, you will automatically receive a $500 reward voucher (no application required). 🎁

  • Maximum once per year.
  • The system will automatically issue the reward once the target is met and notify you via SMS (based on your registered mobile number).

🔍 What counts towards the “$1,000 accumulation”? To be counted, the service must belong to “designated primary healthcare uses” and be provided by a service provider registered under the Elderly Health Care Voucher Scheme (including Western doctors, Chinese medicine practitioners, dentists, etc.).

🦷 Are dental services eligible? In general, dental services may count towards the accumulation (depending on the nature of the visit/whether the primary reason for the visit falls under the specified use). Common examples of dental services include: dental check-ups, scaling (cleaning), fillings, and extractions. 📌 Reminder: Whether a service counts toward the accumulation is subject to the system records. If you have questions, please check with your service provider beforehand.

🧾 How to get the $500? (3 Simple Steps)

  1. Use your vouchers for eligible “designated primary healthcare services” as usual throughout the year (can be split across multiple visits).
  2. Accumulate a total of $1,000 within the same calendar year.
  3. The system will instantly and automatically issue the $500 reward to your voucher account and notify you via SMS.

Validity & Commonly Overlooked Details

  • Accumulation is per calendar year: The count usually resets every January 1st. Any amount under $1,000 from the previous year will NOT carry over to the next.
  • Rewards have an expiry date: The $500 reward earned each year is valid until the end of the following year. It expires after that and cannot be accumulated further if unused.
  • “Reward First” policy: When paying for eligible services in the future, the system will prioritize deducting from your reward balance (if any) before your standard vouchers.
  • Individual accumulation: Even if you use a spouse’s voucher for payment, the accumulation only counts toward the “senior who received the service.”
  • ⚠️ No “Rewards for Rewards”: Amounts paid using the $500 reward will not count toward the accumulation for a new reward.

💬 Frequently Asked Questions (FAQ) Q1: Do I need to register to get the $500? A: No registration is needed. The system will issue it automatically once the target is met.

Q2: How many times can I get the $500 per year? A: A maximum of once per calendar year.

Q3: When should I pay the most attention? A: People often ask “how much more do I need to reach $1,000” or check the “reward expiry date” toward the end of the year. We recommend bookmarking this page for future reference.

$50 Scaling? Root Canal? Dentures? A Quick Guide (Must-read for Seniors/Low-income Groups)

You might have heard of “Government-subsidized scaling”—it’s true, but you must meet specific eligibility criteria, visit designated NGO dental clinics, and undergo a dentist’s assessment to receive treatment. It is not a direct walk-in service for everyone.

What Subsidies Will You Receive?

The CDSP is a collaboration between the Department of Health and NGOs to support “vulnerable groups with financial difficulties.” The focus is on early detection and treatment to help preserve teeth and improve oral health.

Covered Services: Oral examinations, X-rays, Fillings/Extractions, Scaling, Root Canal Treatment, Removal of bridges/crowns, and Removable Dentures (all subject to dentist assessment).

Most Asked: How Much for Scaling?

Scaling is a subsidized service available once every 365 days (as per scheme regulations).

  • Category B: $50 administrative fee.
  • Category A: The administrative fee is fully subsidized by the Government (i.e., no fee required).

Fee Summary (Administrative Fees / Co-payments)

Below are the standard fees for common items (collected by the NGO dental clinics):

  • Fillings or Extractions: $50 per tooth (each quota covers one tooth).
  • Scaling: Category B ($50); Category A (Fully subsidized).
  • Root Canal Treatment: $50 per tooth (Category B).
  • Removal of Crown/Bridge: $50 per crown; $100 per bridge.
  • Removable Dentures: (Per upper or lower jaw) Category B ($1,000); Category A ($500 – subject to conditions).

Note: Seniors can use Health Care Vouchers to pay these administrative fees or co-payments.

Am I Eligible?

Applicants for the CDSP must meet ALL of the following conditions:

  1. Hold a valid Hong Kong Identity Card or a Certificate of Exemption from Registration.
  2. Be a current recipient/beneficiary of one of the following:
    • Social Welfare Department (SWD) Old Age Living Allowance (OALA); OR
    • SWD Community Care Service Voucher for the Elderly (Level 2 co-payment); OR
    • SWD Integrated Home Care Services (Frail Cases) / Enhanced Home and Community Care Services / Home Support Services (Level 1 or 2 fee/co-payment); OR
    • Hospital Authority Medical Fee Waiver.
  3. Have already registered for eHealth.

How to Make an Appointment

  1. Choose an NGO: Select a participating NGO dental clinic. You can contact the clinic directly for an appointment or ask a registered social worker for assistance.
  2. Verification & Assessment: Bring all required documents on the day of your appointment for eligibility verification. The dentist will then assess your condition and arrange the appropriate subsidized services.
  3. Pro-tip: You are generally expected to use your quota at only one selected NGO clinic per cycle. Sticking with the same dentist ensures smoother follow-up care.
