Oral HealthProgramme for Pre-schoolChildren (OOHP)

Programme Background

Oral healthcare during the earliest stage of life is extremely important. Establishing appropriate lifestyles during pre-school years enables children to maintain lifelong oral and general health. To further strengthen oral health protection for children, the Government introduced preventive dental services for pre-school children in the 2024 Policy Address. The “Outreach Oral Health Programme for Pre-school Children” (OOHP) will officially launch on 1 September 2026, providing free oral health services to pre-school children in all kindergartens across Hong Kong.

The Hong Kong Young Dental Foundation (HKYDF) has been invited by the Government to serve as a designated service provider for this programme. We are fully committed to supporting the Government’s direction of “prevention, early identification, and timely intervention”. By delivering professional and high-quality outreach dental services, we work alongside schools and parents towards Hong Kong’s oral health goals for 2030.

Target Beneficiaries

  • Kindergarten students aged 32 months and above.

Scope of Free Services

Our professional dental team will conduct on-site visits and provide the following services free of charge to participating students, as appropriate:

  • Oral screening: Comprehensive examination of children’s dental health.
  • Oral health risk assessment: Evaluation of potential risks related to dental cavities and oral health.
  • Topical fluoride application: Applied as appropriate to strengthen children’s teeth.
  • Screening report: Detailed reports provided to parents.
  • Individualised advice: Tailored oral health home care advice for parents of children with decayed teeth.
  • Referral service: Follow-up referral services for eligible students in need.

Additional Support for Teachers: Free oral health workshops for kindergarten teachers will also be provided to help them deliver oral health messages more effectively to their students and encourage good lifestyle habits from an early age.

Important Role of Kindergartens

Kindergartens are key partners of the OOHP. To ensure smooth implementation of our on-site services, it is recommended that participating schools:

  1. Assign one teaching staff member to coordinate and liaise with HKYDF.
  2. Facilitate our dental team’s on-site visit to deliver oral health services for students.
